Direct answer

The sales KPIs that matter most in commercial staffing and recruiting are gross margin (split between temporary/contract work and permanent placement), the bill rate to pay rate spread, fill rate, time-to-fill, the submittal-to-interview and interview-to-hire ratios, temp-to-perm conversions, client retention, revenue per recruiter or sales rep, and days sales outstanding (DSO). Public staffing companies publish several of these. Robert Half's contract talent gross margin was 39.3% in the third quarter of 2026, up from 38.9%, which it credits to more conversions and better pay-bill spreads. Kforce reported a Flex gross margin of 26.8%, and ManpowerGroup a company-wide 15.9%. DSO ran 59 days at ManpowerGroup (September 30, 2026) and 61 days at Kelly Services (June 28, 2026).

For market context, BLS counts 2,486.8 thousand temporary help services jobs in September 2026 (preliminary), against 2,471.6 thousand a year earlier, and the American Staffing Association says staffing companies hired 9.5 million temporary and contract employees during 2025. No source read for this page publishes an industry benchmark for fill rate, time-to-fill, submittal or interview ratios, client retention or revenue per recruiter, so none is invented here. Every source was read on November 3, 2026. This page is not financial advice.

Gross margin: the first number to watch

In staffing, revenue includes the wages passed through to the temporary worker, so gross margin (often called gross profit rate) is the real measure of what the sales team brings in. Robert Half's 10-Q names the three drivers of contract gross margin: pay-bill spreads, fringe costs such as payroll taxes and benefits, and conversion revenues earned when a contract position converts to a permanent one. Permanent placement fees carry almost no direct cost, so Robert Half reports a 99.8% gross margin on that business.

These rates are not directly comparable. Robert Half and Kforce focus on professional and technology talent, ManpowerGroup and TrueBlue carry large industrial and on-demand businesses, and Everforth and AMN Healthcare mix staffing with consulting or healthcare services. Compare your margin with a firm that sells the same kind of work to the same kind of client.

Bill rate, pay rate and the spread between them

The spread between what the client is billed and what the worker is paid is the lever a staffing sales rep controls most directly. Robert Half defines pay-bill spreads as the differential between wages paid to engagement professionals and amounts billed to clients. Kforce says its Flex gross profit percentage reflects changes in the spread between consultants' bill rate and pay rate, payroll taxes, benefits and billable expenses that carry no margin.

No source read for this page publishes an industry-wide markup percentage (bill rate divided by pay rate). Track your own markup by client, job family and program, and watch it next to gross margin, because payroll taxes, benefits and workers' compensation sit between the two.

Fill rate, time-to-fill and the hiring funnel

Fill rate (orders filled divided by orders received), time-to-fill, the submittal-to-interview ratio and the interview-to-hire ratio are the operating KPIs most staffing sales leaders review weekly. They show whether the recruiting side can deliver on what sales sells, and a low fill rate on a client is often an early sign of an account at risk.

None of the public filings or association pages read for this page reports a fill rate, time-to-fill or funnel ratio, and no free industry benchmark from these sources was found, so no number is given here. Set your baseline from your own applicant tracking system, measure it the same way every week, and split it by client, job type and branch.

The ASA Staffing Index offers a weekly read on demand for new assignments. Its October 27, 2026 report said around three in 10 staffing companies (31%) reported gains in new assignments week to week, below the average of 42% so far in 2026.

Permanent placements and temp-to-perm conversion

Conversions, when a client hires a temporary worker permanently for a fee, matter because they lift gross margin. Robert Half cites increased conversions as a main reason its contract margin rose in the third quarter of 2026. Kforce counts conversion revenue inside its Direct Hire revenue.

Permanent recruitment is also the first business to slow when hiring softens. ManpowerGroup attributed 10 basis points of its third-quarter 2026 margin decline to decreased permanent recruitment demand, and Everforth named a lower mix of permanent placement revenue as one cause of its Commercial margin compression. Track conversion count, conversion fee and perm fees as a share of gross profit separately from temporary revenue.

Client retention and concentration

Retention is measured as the share of last year's clients (or last year's gross profit) still billing this year. Kforce's 10-K describes the trade-off: serving Fortune 500 and similar companies gives durability, but it also creates the potential for concentrating a significant portion of revenue among the largest clients, with risk from changes in volume, pricing or the loss of those clients.

No public source read for this page gives an industry client retention rate. Useful internal measures are gross profit retained from existing clients, the share of gross profit from the top 10 clients, and the share of revenue running through MSP or vendor management programs, where Kforce notes fees typically of 1% to 4% of revenue.

Revenue and gross profit per recruiter or sales rep

Productivity KPIs, such as gross profit per recruiter, per account manager or per branch, show whether growth comes from more people or better people. Public companies disclose headcount but not a per-recruiter figure, and this page does not compute one.

Because quarters have different numbers of working days, both Robert Half and Kforce adjust growth for billing days. Kforce reported 64 billing days in the third quarter of 2026 and expects 62 in the fourth quarter. Comparing revenue or gross profit per billing day keeps a short quarter from looking like a sales problem.

Days sales outstanding (DSO)

DSO matters more in staffing than in most industries because the firm pays its workers weekly or daily but is paid by clients later. TrueBlue's 10-Q says client payment terms are generally 90 days or less while it pays associates daily and weekly, and that its DSO rose approximately two days in the first half of 2026 as revenue shifted toward clients with longer payment terms.

A sales team that wins accounts on extended payment terms can grow revenue and still strain cash. Report DSO by client next to gross margin when reviewing large deals.

Market context: temporary help employment

Industry volume sets the backdrop for every sales target. BLS counts 2,486.8 thousand temporary help services jobs in September 2026 (preliminary, seasonally adjusted), versus 2,471.6 thousand in September 2025 and 2,694.4 thousand in January 2024.

ASA's industry profile says about 36% of staffing employees work in industrial jobs, 24% in office-clerical and administrative work and 21% in professional-managerial roles, so a firm's own mix decides which of these trend lines matters most.

A scorecard to start with

Questions people ask

What is a good gross margin for a staffing company?

It depends on the work. Robert Half reported 39.3% on contract talent in the third quarter of 2026, Kforce 26.8% on Flex revenue, Kelly Services 20.4% (second quarter) and ManpowerGroup 15.9%. Compare with firms that sell similar jobs to similar clients.

What is the difference between markup and gross margin in staffing?

Markup compares the bill rate with the pay rate. Gross margin is what remains after pay and costs such as payroll taxes, benefits and workers' compensation, as a share of revenue. Robert Half lists pay-bill spreads, fringe costs and conversion revenues as the drivers of its contract gross margin.

What is a normal DSO for staffing firms?

ManpowerGroup reported 59 days at September 30, 2026 and Kelly Services 61 days at June 28, 2026. TrueBlue says client payment terms are generally 90 days or less.

Is there a public benchmark for fill rate or time-to-fill in staffing?

Not in any source read for this page. The public filings and ASA pages reviewed do not publish fill rate, time-to-fill or submittal and interview ratios, so measure your own baseline consistently.

Why do temp-to-perm conversions matter?

They add fee revenue with little direct cost. Robert Half credits increased conversions for part of its higher contract margin in the third quarter of 2026, and Kforce includes conversion revenue in Direct Hire revenue.
