How is AI agent pricing shifting from per-seat to consumption and outcome-based models in 2027?
The shift is real but partial: vendors are layering credits and per-resolution fees on top of seats, not abandoning seats. Bain & Company's August 10, 2026 analysis found about 20% of AI-native software companies still rely chiefly on seat fees, and that among about 200 B2B SaaS companies adding an AI meter in June 2026, about 10% use outcome-based meters. Outcome pricing, it says, has taken hold mainly in customer support.
The published price lists show the three models side by side. Microsoft sells Copilot Business per user, from $18.00 per user per month on a first-year promotion. Salesforce sells Agentforce Flex Credits at US$500 per 100k credits. Intercom's Fin charges from $0.99 per outcome, and Zendesk charges $1.50 or $2.00 per automated resolution.
We report each price as the vendor states it, with the date we read it. We do not recommend a vendor or a model.
Model one: per seat, still the anchor
A seat price is a fixed fee per named user. Its appeal is a predictable invoice, and its weakness is that it charges for people, not for work done by software.
- Microsoft 365 Copilot Business: lists an add-on at $21.00 per user per month paid yearly, now starting from $18.00 under a promotion available between July 1, 2026 and December 31, 2026 for the first year only, and $25.20 on a monthly subscription (read November 2, 2026). The page also says some AI experiences may result in charges based on usage beyond license fees, and that advanced experiences are billed through Copilot Credits.
- Salesforce, December 2025: The Register reported on December 12, 2025 that CEO Marc Benioff said seat-based pricing, with some caveats, is becoming the standard for Salesforce's AI agents, after the company had tested consumption-based and per-conversation pricing. The Agentic Enterprise License Agreement, introduced in October, is based on seat count and bundles reusable credits.
- Intercom seats: Intercom's pricing page lists Advanced at $85 per seat per month and Expert at $132, plus a Copilot add-on at $29 per agent per month (read November 2, 2026). Seats there cover human agents, while its Fin AI agent is priced separately, as below.
Model two: consumption and credits
Consumption pricing charges for what the software uses: tokens, actions or credits. Bessemer's Atlas playbook, published February 10, 2026, says costs are known per call or token, so margins are predictable for the vendor, and the model suits technical buyers. It gives Leena AI as an example of a vendor that started with consumption pricing, found customers grew wary of using the product, and moved to outcome-based pricing.
- Salesforce Agentforce: lists Flex Credits at US$500 per 100k credits, where an Agentforce action is 20 Flex Credits and a Voice action is 30. It also lists Conversations at US$2 per conversation and an Agentforce User License at US$5 per user per month that requires Flex Credits. The page says pricing is for information purposes only and subject to change (read November 2, 2026).
- ServiceNow Now Assist: a June 29, 2026 ServiceNow Community post says usage is measured in assists, consumed each time a skill runs, with the pool allocated at the tenant level rather than per user. It says per-action values, pool sizes per tier and overage rates are not published. Our fuller read of that licensing is on how ServiceNow prices Now Assist.
- Microsoft Copilot Credits: as above, the Microsoft page says advanced experiences are billed by usage through Copilot Credits, with no rate on that page.
Buyers' worry is predictability. In The Register's report, Gartner's Jan Cook said vendors often add secondary limits such as credit caps, top-up charges or fair use limits, and that customers stay cautious about GenAI investment because of the unpredictability of pricing models.
Model three: per outcome or per resolution
Outcome pricing charges only when the agent completes a defined result. In practice, the published examples are almost all customer support.
- Intercom Fin: starts at $0.99 per Fin outcome, with no seats required and no setup, integration or platform fees, though a minimum monthly commitment applies (read November 2, 2026). Its help article says outcomes are billed at most once per conversation, a qualification outcome is $9.99, and escalations, failed Procedures, spam and abandoned conversations are not billed. It also says a customer who gets an answer and simply leaves counts as an assumed resolution and is charged.
- Zendesk: lists committed automated resolutions at $1.50 per resolution and pay-as-you-go at $2.00, with included resolutions per agent per month of 5 on Support Team, 5 on Suite Team and 10 on Suite Professional (read November 2, 2026).
- Sierra: in a December 10, 2024 post Sierra says it gets paid only when it completes a task and that in most cases an unresolved conversation is not charged, with outcome criteria defined with the customer upfront. It suggests routing or greeter-style conversations may fit consumption pricing billed per conversation. The post publishes no prices (vendor-stated).
Bessemer notes that Fin's $0.99 per resolution is the same whether a resolution takes three messages or thirty, which trades cost variability for alignment with customer value.
What analysts and investors measure
- Bain & Company, August 10, 2026: reports that roughly 80% of vendors introducing AI pricing choose capacity models, where customers commit to a fixed amount, over direct usage billing. Among about 200 B2B SaaS companies adding an AI meter, about 55% use output-based meters, about 35% effort-based and about 10% outcome-based. It says capacity, rather than consumption, is emerging as the preferred model.
- Bessemer Atlas, February 10, 2026: says AI-native companies are moving away from seat-based pricing toward usage, output or outcome models, and that AI companies see gross margins of 50-60% versus 80-90% for SaaS.
- Forrester, via The Register: Lisa Singer said seat-based licensing risks "the buyer might be paying for users that are minimally using the products," and expects hybrids, with copilots staying seat-based and workflow agents moving to usage, output or outcome pricing.
Reading these together, the evidence points to hybrids: seats plus credits, or platform fees plus per-outcome charges, with pure outcome pricing a minority. That is our reading of the sources, not a figure any of them states.
The billing tools that make usage pricing possible
Charging by credit or by resolution needs metering and invoicing software. These vendors describe themselves as follows, so every claim is vendor-stated.
- Metronome: describes a usage-based billing platform with real-time usage tracking, rate cards, invoicing and spend alerts, and names HubSpot, OpenAI and Cribl as customers.
- Stripe Billing: supports usage-based, credit-based and hybrid models, and token-based, outcome-based and credit burndown billing for LLM products. Stripe states 86% of Forbes AI 50 businesses monetize on Stripe, and that Metronome is an add-on to Stripe Billing.
- Orb: automates usage metering, invoicing and price simulation, and lists Vercel, Replit, Glean and Supabase among customers.
- Lago: is an open-source, AGPLv3-licensed billing platform that can be self-hosted, naming CoreWeave, Mistral AI and PayPal, and states throughput of up to 1,000,000 billing events per second.
- m3ter: provides usage-based billing infrastructure that connects to Salesforce and NetSuite, states it is now part of Salesforce per an announced acquisition, and says software companies with complex pricing typically lose 4-7% of revenue to under-billing.
